Ladder Training: What OSHA 1926.1060 Requires and Who Needs It

In construction, ladder training is not optional. OSHA’s rule 29 CFR 1926.1060 says the employer must train each worker who uses ladders and stairways. Ladders are number 5 on OSHA’s preliminary Top 10 list for fiscal year 2026, so this training pays off fast.
Our portable ladder safety course is built to cover it.
Who needs the training
Each worker who uses a ladder or stairway on the job. That includes helpers and apprentices, not just the trades who climb all day.
Who gives the training
The training must be given by a competent person, as needed. That is someone who knows the hazards and has the power to fix them.
What the training must cover
The rule lists what each worker must be able to spot and do. In plain words:
- Fall hazards: what can cause a fall from a ladder or stairway in the work area
- Fall protection systems: how to set up, keep up, take down and inspect the ones they use
- Proper use: how to set up and climb ladders, and how to handle and carry loads on them
- Load limits: the most weight each ladder can safely hold
- The rule itself: the standards in Subpart X that apply to their work

Ready to check the training box? The Portable Ladder Safety for Construction Workers course walks through setup, inspection, climbing and load limits, with a knowledge check and certificate. It is part of The Dojo, our full course library.
When workers need retraining
Retraining must be given as needed so each worker keeps the understanding and knowledge from the training. Good times to retrain are after a near miss, a new kind of ladder on the job, or a worker you see climbing the wrong way.
Keep a record
Write down who was trained, when, by whom and on what. A record makes it easy to show an inspector and to see who is due again.
Train your crew
Our free ladder safety guide covers the rule. Use our ladder inspection checklist on the job.
