In plain words:

All Class II asbestos work must be supervised by a competent person and follow the work practices in paragraph (g)(1)(i) through (iii). For indoor Class II jobs without a negative exposure assessment, where changed conditions show possible exposure above the PEL, or where ACM is not removed substantially intact, employers must use critical barriers or another verified isolation method, plus impermeable dropcloths beneath removal work.
